Establish an executive organisation for each project. Divide the main contract into subcontractors for supply, installation and commissioning. Properly coordinate and manage the various subcontractors through sophisticated planning and controlling schemes. Utilise the established quality management organisation, including quality assurance, to achieve the desired quality.

Design and engineering
The DESCO engineering department works closely with its customers to establish project engineering teams with the optimum combination of skills and experience. Our aim is to ensure that the best development solution is identified in order to provide maximum value to our customers. Accordingly, our activities include:
- Tender documents Preparing, completing and studying the technical documents for tenders and optimising the technical specifications of the projects.
- Design review Reviewing designs done by subcontractors.
- Auxiliary systems Designing the auxiliary electrical and mechanical equipment and providing the instructions for manufacturing, installation and commissioning.

Procurement
Procurement and engineering of procurement plays a vital role in the overall performance of DESCO and its clients through the full contribution of its resources to acquire goods or services. To achieve our goals, we engage a well-organised and highly-qualified team of know-how in oil and gas, water and infrastructure, with engineering, management and related backgrounds in the procurement process. Relying on practical experience, we assume full responsibility for procurement as follows:
- Local manufacturing Reviewing the possibility for manufacturing of equipment inside and outside the country.
- Contract management Managing contracts with local and foreign contractors for supply and manufacturing of equipment, with the aim to transfer manufacturing technology inside the country and reduce the use of foreign currency for projects.
- Supervision Supervision of supply and manufacturing of projects’ equipment.
- Procurement chain Set up the procurement schedule including MR, TBE, TBA, PO and expediting of the chain.

Operation & maintenance
Maintaining safety and reliability while maximising profit are the core goals of plant operation. To realise this, DESCO offers wide-ranging O&M services for all project stages, from feasibility studies through FEED, EPC and commercial operation.
DESCO provides O&M services in line with the needs of its clients, including (i) operation preparations, such as planning, system development and training; (ii) consulting services on elements including profit optimisation, reliability and safety improvement; and (iii) a full spectrum of services for the planning, performance and operation of various types of maintenance. Through the collection and analysis of operating data it is able to foresee possible operational faults, which enables us to apply the most advanced technologies to maximise plant operability.

One of the most important concerns of a general contractor is to prepare financial facilities for their projects. DESCO performs its financial support as explained below:
- Investors Recognising and introducing the investor and participating in project financing.
- Financial models Compiling financial models for project execution.
- Financing proposals Obtaining financing proposals from local and overseas sources, arranging negotiations and taking necessary measures until the result is acquired.
